Joe Carollo

Joe Carollo (born March 12, 1955), is a former mayor of Miami, Florida. Defeated in a run-off by former mayor Xavier Suarez, his campaign filed a successful legal change based on voter fraud, becoming mayor in 1998 until 2001. Born in Caibarién, Cuba in 1955, Carollo moved to Miami when he was fifteen years old, having previously lived in Chicago. Carollo was mayor of Miami during the Elián González scandal. As mayor, Carollo supported the efforts of Elian's Miami family to keep the boy in the United States, and criticized the U.S. and Cuban governments for the raid to retrieve Elián. Carollo lost his bid for re-election in 2001, and former mayor Maurice Ferre ran and lost against Manny Diaz, a lawyer who had represented the Miami family of Elián González.
Joe Carollo, born in Caibarién, Cuba in March 12, 1955, at the age of 6 years, traveled
to the United States in Operation Peter Pan, with the good fortune to meet with his
parents six months after and they moved to Chicago and years later he moved to
Miami when he was fifteen years old.
At the age of eighteen JOE CAROLLO graduated from Miami Dade Community College with a
General Studies Degree. He also graduated from the Miami Dade Metropolitan Police
Academy, Making him THE YOUNGEST POLICE OFFICER ever in The State of Florida.
He received a B.S Degree in Criminal Justice with a minor in Administration in 1975, from
Florida International University.
In 1976, he received his second degree from Florida International University, a B.A
in International Relations with a minor in Psychology.
JOE CAROLLO has the Executive Administrative experience along with the understanding of
how government functions with over twenty years of government service at different levels
including being the youngest City Commissioner in the history of Miami at the age of twenty
four. A position that he was twice elected to, Vice mayor of the City of Miami, two terms, and
twice elected Executive Mayor of The City of Miami.
Mr. Carollo has served as The President of The Hemisphere Summit of big City Mayors for
numerous term. Where he was elected by Mayors from some of the largest cities in our
hemisphere. He was also the Chairman of The Miami Sports and Exhibition Authority for six terms.
In the type of rarely seen editorial on an Elected Official after they leave office THE MIAMI
HERALD on November 8, 2001, wrote an Opinion Editorial with the Heading of “Thanks, mayor Carollo” where it said that Mr. Carollo deserves this community’s thanks for his good
Service.
The Editorial also stated that "Mayor Carollo stead fastly held Miami together through its
toughest fiscal crisis. He took the city from a budget deficit of $68 million to having reserve
funds of some $80 million as a result he leaves the City on much firmer financial footing.
And the Editorial ended by saying and I quote "When Miami was at its worst, he was at his best.
He has earned the City’s gratitude and thanks".
Another example of Joe Carollo’s Executive Administrative skills were best stated by Governor
Jeb Bush as written on December 22, 2001 in The Miami Herald, where it was reported that
Governor Jeb Bush visited Miami City Hall to officially disband the oversight board and proclaim
Miami’s COMPLETION OF ITS FISCAL RECOVERY.
The article reported that the Governor saved high praise for former Mayor Joe Carollo, and
quoted the Governor as saying "History will see that mayor Joe Carollo handle the financial situation of the city with integrity".
Joe Carollo has also had ample Administrative experience in the private sector including in
several successful private sector business ventures.
